Dolph Li is a California-licensed attorney and Managing Director of Tobetter LLP. His practice focuses on business and tax law, with particular emphasis on cross-border transactions, corporate governance, and regulatory matters involving the United States and China. Dolph brings a distinctive international perspective shaped by years of legal practice and leadership experience in both jurisdictions, enabling him to advise clients on complex legal, commercial, and compliance issues in a global business environment.
Before practicing law in California, Dolph developed an extensive legal career in China, where he served as a founding partner and managing attorney of a Shanghai-based law firm. He represented foreign-invested enterprises, multinational corporations, and domestic companies in matters including direct investment projects, asset and equity acquisitions, labor and employment disputes, and commercial litigation and arbitration. His work encompassed transactions with an aggregate value exceeding RMB 3 billion and the handling of hundreds of domestic and cross-border dispute matters, many involving significant regulatory and factual complexity.
Dolph has advised clients across a broad range of industries, including manufacturing, technology, finance, logistics, and cultural enterprises. His experience includes representing entrepreneurs, closely held companies, publicly listed companies, and multinational groups with operations in China and abroad. He is particularly experienced in corporate and commercial law, cross-border investment, dispute resolution, and employment-related matters, and is known for his disciplined legal analysis and ability to translate complex legal concepts into clear, practical guidance.
In addition to his practice experience, Dolph has been actively engaged in legal research and professional service. He has served as a specially appointed public-interest attorney for the China Securities Regulatory Commission’s Investor Protection Center and has held professional memberships and committee roles within national and regional legal organizations. He is the author of published works on corporate law and comparative commercial law, released by leading legal publishers in China.
Dolph holds dual bachelor’s degrees in Law and Management from Zhongnan University of Economics and Law and earned his Juris Doctor (J.D.) from the University of California, Davis School of Law. He is admitted to practice law in the State of California and works fluently in both English and Mandarin Chinese.
